Lucia Popescu is a candidate from the second group of non-judges, nominated by the Parliament for the position of member in the Superior Council of Magistracy (SCM) and was publicly interviewed by the Pre-Vetting Commission in the context of financial and ethical integrity evaluation of the candidates to the SCM.
The public hearing was held in accordance with the provisions of Law no. 26/2022 and the Evaluation Regulation of the Commission and touched upon three aspects of financial integrity. In particular, the Commission members pursued to clarify the circumstances of the non-disclosure of bank accounts, loans and real estate in the 2012-2014 annual declarations on income and property to the National Integrity Authority (at that time the National Integrity Commission). The candidate also explained the non-declaration of cash savings in 2020 by a family member who is subject to declaration, and the source of repayment of a loan taken out in 2016.
🔸Similar to the group of the judicial candidates, non-judges are evaluated by the Pre-Vetting Commission in order to become eligible for a position as a permanent member of the SCM. Financial and ethical integrity checks cover a period of 15 years.
Following the evaluation procedure, the Commission issues a decision regarding the promotion or failure to promote the evaluation.
