The Pre-Vetting Commission’s decision on evaluation of candidates to the SCP, prosecutors Aliona Nesterov and Eduard Panea

The Pre-Vetting Commission announces that prosecutors, Aliona Nesterov and Eduard Panea, candidates to the Superior Council of Prosecutors (SCP), pass the evaluation. According to the Commission, the two contenders to positions in the main self-administration body of prosecutors meet the financial and ethical integrity criteria. The detailed information on the outcome of verification is included in the decisions sent to the candidates and to the SCP, the institution responsible for organizing the competition in this case.

The candidates may accept or refuse  publication of the decision, according to the provisions of Law No. 26/2022. If within 48 hours from the receipt of decision, they do not notify  the Commission about their refusal to publish , the decisions will be posted on the Commission’s website in a depersonalized form. The decisions of the Evaluation Commission may be appealed within 5 days from the date of receipt, without following the preliminary procedure.

Candidate Aliona Nesterov, deputy of the acting Prosecutor General, was interviewed during the first round of hearings and Eduard Panea, chief Prosecutor of the Leova Prosecutor’s Office, during the second round of hearings held in May, 2023. During the public interviews, the Commission members asked the candidates specific questions related to their financial and ethical integrity.

According to preliminary data on the extraordinary evaluation of SCP candidates, out of 18 candidates who entered in the competition, eight passed the evaluation, eight failed and two candidates are awaiting the Commission’s decisions.
