Part-time criminal judge at the Court of Appeal in Den Bosch, Netherlands. Between 2013 and 2018, he was a Registrar at the International Criminal Court (ICC). He has 17 years of accumulated experience in four international criminal courts, 10 years of experience as a legal advisor in the Ministry of Foreign Affairs and the Ministry of Justice of the Netherlands on issues of human rights, international humanitarian law and criminal law, he has extensive experience in cooperation with and between international and national judicial systems. He has worked on projects in Albania, Ukraine, Georgia, Indonesia and conflict-affected countries. He developed the road map for the establishment of the High Anti-Corruption Court in Ukraine. Trained court presidents and court managers on effective court management practices and on the development of a Code of Ethics for Judges in Georgia.


International consultant in judicial discipline systems, ethics systems and anti-corruption measures. She was a member of the United States Court of Appeals for nine circuits and a lecturer in ethics and judicial discipline with extensive judicial, managerial and associational experience in the US. In September 2021, she was one of eight international experts appointed by international donors to serve on a six-member commission (three local, three international) to assess candidates for the judicial qualification commission in Ukraine. As a USAID expert, she provided advice on multiple projects to reform the judicial system in Georgia, conducting training courses, proposing measures to strengthen the disciplinary system, but also to amend the legislation on liability and disciplinary procedures.


Former judge of the European Court of Human Rights (ECHR) and former Deputy Prosecutor General of Georgia. She has managed projects to promote the rule of law in Georgia, Tunisia and Libya and has extensive experience in the development, implementation and evaluation of justice, in the interpretation of the European Convention on Human Rights and the training of high-ranking officials, judges and prosecutors. In 2020-2021, she was a member of the Administrative Personnel Selection Commission in the Anti-Corruption Prosecutor’s Office of Ukraine and provided advice on the recruitment, hiring and retention of qualified administrators of the structural unit independent of the Prosecutor General. Her areas of expertise include the prosecution of corruption-related offences, illicit enrichment offences and the confiscation of unjustified assets.


Member of the Lawyers’ Union of the Republic of Moldova, founder and director of programs at the Legal Resources Center (CRJM), member of the Independent Anti-Corruption Advisory Committee, created in 2021 by the country’s president. Areas of expertise: the judicial system, state-guaranteed legal assistance and non-discrimination. She was involved in the reforms of the state-guaranteed legal aid systems in Bulgaria, Georgia, Lithuania, Mongolia and Ukraine and participated in the creation of the Legal Aid Reformers’ Network. From 2013 to 2018, she was a member of the European Commission against Racism and Intolerance (ECRI)

Resigned judge of the Supreme Court of Justice, former member of the Superior Council of Magistracy (CSM), currently a member from civil society in the Supreme Security Council. According to the CV, former member of the European Committee on the prevention of torture, inhuman and degrading treatment and ad hoc judge at the European Court of Human Rights (ECHR). From 2010 to 2013, she was vice-president of the Disciplinary College attached to the CSM and a trainer at the National Institute of Justice, which trains future judges.

Legal advisor in the Office of the General Mayor of Chisinau, previously being a specialist in attracting investments in the Tohatin Town Hall, Chisinau. He graduated from the Faculty of Law of the State University of the Republic of Moldova and holds a master’s degree in 2019. Between 2014 and 2020, he worked in the electoral bodies, holding the positions of secretary, then vice-president of the Chisinau District Electoral Council.
