Din 2013 p\u00e2n\u0103 \u00een 2018, Herman von Hebel a fost Grefier al Cur\u021bii Penale Interna\u021bionale (CPI). La cererea statelor care sunt parte la Statutul CPI, acesta a \u00eentreprins \u00een perioada 2014 – 2015 o reorganizare a Grefei CPI pentru a remedia deficien\u021bele grave \u00een func\u021bionarea acesteia. Potrivit unui raport de audit extern din 2016, reorganizarea a fost justificat\u0103 \u0219i a permis o mai bun\u0103 func\u021bionare a Grefei.<\/div>\n<\/div>\n

\u00cencep\u00e2nd cu anul 2020, Herman von Hebel activeaz\u0103 ocazional \u00een caltiate de judec\u0103tor la Curtea de Apel \u00een cauze penale din Olanda. Din momentul c\u00e2nd \u0219i-a \u00eenceput activitatea \u00een calitate de pre\u0219edinte al Comisiei Pre-Vetting \u00een aprilie 2022, Herman von Hebel a lucrat \u00een total timp de cinci zile la Curtea de Apel din Olanda.<\/div>\n<\/div>\n

\u00cen perioada 2019 – 2020, Herman von Hebel a fost expert \u00een statul de drept \u00een Albania, \u0219i nu a fost implicat \u00een evaluarea extraordinar\u0103 a judec\u0103torilor \u015fi procurorilor albanezi.<\/div>\n

\u2022 Herman von Hebel a avut oportunitatea \u0219i privilegiul unic de a activa \u00een calitate de Grefier \u00een trei tribunale penale interna\u021bionale \u00een perioada 2006 \u2013 2018, fiind numit de Secretarul General al ONU \u00een func\u021bia de Grefier la Curtea Special\u0103 pentru Sierra Leone \u0219i ulterior, la Tribunalul Special pentru Liban.<\/div>\n
\u2022 Din aprilie 2013 \u0219i p\u00e2n\u0103 \u00een aprilie 2018, Herman von Hebel a fost Grefier al Cur\u021bii Penale Interna\u021bionale (CPI), fiind ales \u00een aceast\u0103 func\u021bie de judec\u0103torii CPI. Grefierul este unul dintre cei trei \u201edirectori\u201d ai CPI, al\u0103turi de Pre\u0219edinte \u0219i Procuror.<\/div>\n
\u2022 \u00cen decembrie 2013, Herman von Hebel a fost mandatat de c\u0103tre cele 123 de state care sunt parte la Statutul CPI s\u0103 reorganizeze Grefa CPI pentru a remedia mai multe deficien\u021be grave \u00een func\u021bionarea acesteia. Aceast\u0103 reorganizare s-a f\u0103cut \u00een str\u00e2ns\u0103 consultare cu Pre\u0219edintele \u0219i judec\u0103torii CPI, Procurorul CPI, sindicatul personalului CPI \u0219i toate statele p\u0103r\u021bi la CPI.<\/div>\n
\u2022 \u00cen contextul reorganiz\u0103rii, au fost desfiin\u021bate 120 de pozi\u021bii din totalul de 600 din Gref\u0103, fiind \u00eenlocuite \u00een mare parte cu noi pozi\u021bii pentru a asigura o func\u021bionare mai bun\u0103.<\/div>\n
\u2022 \u00cen acest exerci\u021biu, Herman von Hebel a fost sprijinit de o echip\u0103 de exper\u021bi externi \u00een tribunale \u0219i de personalul CPI. Niciun expert extern nu a fost ulterior angajat \u00eentr-una dintre noile pozi\u021bii ale Grefei.<\/div>\n
\u2022 Personalul disponibilizat a avut op\u021biunea de a beneficia de un pachet de compensa\u021bie sau s\u0103 se re-angajeze \u00een mod preferen\u021bial, \u00een cazul \u00een care \u00eentruneau criteriile de selec\u021bie. Mai pu\u021bin de 10 persoane din cele 120 disponibilizate au contestat deciziile \u00een fa\u021ba Tribunalului Administrativ al Organiza\u021biei Interna\u021bionale a Muncii \u0219i au primit compensa\u021bii pentru deciziile luate de CPI.<\/div>\n
\u2022 \u00cen 2016 auditorii externi au publicat un raport privind reorganizarea CPI, potrivit c\u0103ruia reorganizarea \u201ea fost justificat\u0103 \u00een cadrul unei revizuiri tehnice \u0219i politice\u201d \u0219i a \u201epermis redefinirea valorilor \u0219i principiilor Grefei, ra\u021bionalizarea organiz\u0103rii sale […], consolidarea birourilor de teren \u0219i a structurii lor de coordonare \u0219i revizuirea tuturor pozi\u021biilor, ceea ce este pozitiv.\u201d<\/div>\n
\u2022 De\u0219i reorganizarea a avut ca scop \u00eembun\u0103t\u0103\u021birea func\u021bion\u0103rii Grefei \u0219i nu reducerea costurilor, raportul a concluzionat, de asemenea, c\u0103 reorganizarea s-a soldat cu unele economii finaciare.<\/div>\n
\u2022 Pe tot parcursul procesului de reorganizare, Pre\u0219edintele, Procurorul \u0219i o majoritate considerabil\u0103 a personalului \u0219i statelor p\u0103r\u021bi la CPI au continuat s\u0103 sus\u021bin\u0103 procesul de reorganizare.<\/div>\n
\u2022 \u00cen mai 2020, Herman von Hebel a fost numit \u00een func\u021bia de judec\u0103tor cu jum\u0103tate de norm\u0103 (\u201ejudec\u0103tor supleant\u201d) la Curtea de Apel \u00een cauze penale din Den Bosch. Din septembrie 2020, c\u00e2nd a fost \u00eenvestit oficial, a judecat ocazional, ori de c\u00e2te ori alte activit\u0103\u021bi i-au permis s\u0103 fac\u0103 acest lucru.<\/div>\n
\u2022 De c\u00e2nd \u0219i-a \u00eenceput activitatea \u00een func\u021bia de pre\u0219edinte al Comisiei Pre-Vetting \u00een aprilie 2022, Herman von Hebel a lucrat \u00een total cinci zile la Curtea de Apel din Den Bosch. Pentru fiecare zi de \u0219edin\u021b\u0103 \u00een instan\u021b\u0103, Herman von Hebel a primit o indemniza\u021bie zilnic\u0103 din partea Cur\u021bii de Apel olandeze, func\u021bia respectiv\u0103 neoferind alte beneficii.<\/div>\n

Acesta nu a fost implicat \u00een evaluarea extraordinar\u0103 a judec\u0103torilor \u015fi procurorilor albanezi \u015fi nu a sus\u0163inut vreodat\u0103 c\u0103 ar fi fost implicat \u00een procesul respectiv.<\/div>\n
\u2022 Herman von Hebel consider\u0103 c\u0103 este un mare privilegiu \u015fi o onoare s\u0103 fi lucrat pentru promovarea \u015fi consolidarea statului de drept \u015fi a justi\u0163iei la nivel interna\u0163ional \u015fi na\u0163ional \u00een diverse pozi\u021bii interesante \u0219i provocatoare.<\/div>\n
